That does looks suspiciously clean, but otherwise the equipment spec looks right for Forest Service fleet truck. Federal vehicles have a tendency to get auctioned at set (and often fairly modest) mileage points. If you find a truck that spent most of its life assigned to District Ranger or other supervisor instead of being a front-line patrol unit, they can lead much more gentle lives. I’ve seen some Forrest Service trucks pulled out of the auction in Southern NM that were in pretty good shape. Looking at some of the dash pics, this truck has the mounting holes I would expect for having had a radio and some emergency equipment installed.
That said, I think that color can be special ordered in some cases. I’ve seen it lurking occasional on Dodge trucks order guides and online configurators as an extra cost/special order item.

I had a 96 XJ that was a DEA car from Nevada. it was the perfect build. AC, cruise, posi, skid plates and nothing else. Besides all the coffee stains it was mint.
